DLA Piper hire new transfer pricing leaders

Joel Cooper and Randall Fox have joined DLA Piper as the London-based co-heads of DLA Piper's international transfer pricing group.

Both were formerly with the World Bank Group, Cooper as technical lead on the provision of transfer pricing and international tax technical assistance to the bank's member countries and in engagement with other international and regional bodies, such as the OECD and the World Customs Organisation, on related policy matters. Before this he worked for EY in Australia and IBFD in the Netherlands.

At the World Bank Group, Fox, an advance pricing agreement (APA) specialist, developed and executed capacity building workshops on technical transfer pricing and APA matters in numerous countries. He has helped several countries establish APA programmes and has also developed tailored transfer pricing risk assessment models.

Previously, Fox was a team leader with the Internal Revenue Service in the US and resolved transfer pricing cases with treaty partners around the world, particularly cases involving high-value intangibles, and was responsible for coordinating all Mutual Agreement Procedure and APA cases between the US and Switzerland. In the private sector he worked for EY and Duff & Phelps. He spoke at this year's Asia Tax Forum and the Global Transfer Pricing Forum in 2014
