Vladimir Kotenko On May 19 2011 the Verkhovna Rada approved the notorious draft law to amend the Tax Code. Among other things, the document restores VAT on a number of services (including consulting, engineering, legal, accounting and audit services). This means that under the place of supply rule, local supplies of such services and supplies by non-residents will (again) become subject to VAT.
