John Parcell, who has worked at the US Treasury Department and the Internal Revenue Service (IRS), has joined Ernst & Young’s National Tax practice in Washington, DC. He will advise clients on policy and contribute to technical analysis in the energy tax area.
Since Parcell joined Treasury in 1987, he has worked on the development of excise and energy tax legislation, and on the drafting and reviewing of guidance in energy policy areas as well as electronic tax administration, tax accounting, individual income taxation, public utilities taxation, and limitations on tax losses,. His most recent role there was deputy tax legislative counsel.
Parcell, a qualified lawyer, has also been branch chief in the Office of Chief Counsel at the IRS.
