Commissioners to keep pressure on compliance

How to work most effectively with large businesses, how to improve the efficiency of tax administrations and offshore compliance will be on the agenda when the world’s most senior tax officials meet in Buenos Aires today and tomorrow.

Commissioners from 43 OECD and non-OECD countries will convene in the Argentine capital for the seventh meeting of the Forum on Tax Administration (FTA), which allows senior tax administrators to share information and experiences and to develop international best practices for resolving particular tax administration issues.

Meetings of the FTA take place about every 18 months. The last one was held in Istanbul in September 2010. That conference saw the release of three reports: on joint audits, tax risks involving banks and a framework for a voluntary code of conduct for revenue bodies and banks.

Previous meetings were held in Paris in May 2009, Cape Town in January 2008 and Seoul in September 2006.

This week’s conference will be the final FTA event for Jeffrey Owens, the director of the OECD Centre for Tax Policy and Administration, who steps down on January 31. Douglas Shulman, the commissioner of the US Internal Revenue Service, who chairs the FTA, Ricardo Echegaray, the head of Argentina’s Federal Administration of Public Revenue and Owens will give a press conference at the end of the meeting tomorrow.
