Carbon would be priced at 10 yuan ($1.59) a tonne, increasing depending on a company's emission levels.
China is the world’s largest carbon dioxide producer, accounting for 23.33% of all global emissions in 2008.
The plans have been submitted to the Ministry of Finance for review .
