Biography

Iris Weinberger is a partner in Herzog’s Tax Department and a leading expert in indirect taxation, with over 21 years of experience. She advises multinational and domestic companies, financial institutions, dealers, and non-profit organizations on a wide range of indirect tax matters, and provides authoritative legal opinions in these areas.
Iris represents clients in tax assessment procedures, challenges to evaluations issued by the Israel Tax Authority (ITA), and applications for advance rulings. Prior to joining Herzog, she served as Senior Deputy General Counsel at the ITA, where she led the legal advisory function across multiple domains. In that role, she played a central part in shaping key tax reforms, advised ITA leadership, interpreted tax legislation, issued binding tax decisions, and formulated the ITA’s official legal positions in court proceedings.

Recent matter highlights
  • Achieved a ruling with respect to the exemption of output tax for services given by foreign financial institutions. Under this ruling, the ITA approved a change in classification for VAT matters from dealer to non-profit organisations, while achieving reduced liability of output tax
  • Represents an industrial company that is an exporter with a logistics center in Israel, against the ITA, in order to create a new customs process that will allow imports for the purpose of exporting certain activities without being subject to imports tax, and subject to lenient conditions, and reducing the deficit that was withdrawn from the company by the Customs
  • Represented FedEx Corporation in the acquisition of Flying Cargo's International Express business with regards to the tax matters
