Helen M Cousineau

Helen is a Deloitte Tax LLP managing director and member of the global trade advisory (GTA) practice. She serves multinational clients globally and leads GTA’s import service offerings in the US, including matters involving the link between transfer pricing and related-party customs valuation, as well as global tariff management strategies. Helen also serves as the global indirect tax quality and risk leader.

She has over 35 years of experience in international trade and has been recognised by ITR as one of the world’s leading indirect tax advisers from 2013 to 2025, and as a Women in Tax Leader from 2018 to 2025.

Helen advises clients in all industries on global import and export structuring and compliance, and helps them manage trade regulatory requirements cost-effectively. She also assists clients with designing and implementing strategies and internal controls that manage risk, customs duty payments, and international trade costs while obtaining duty recoveries and process efficiencies. Helen also regularly presents on import and export compliance, planning, and management.
