European Commission climb-down on including airlines in ETS set back for global emissions trading

Airlines are celebrating the Commission’s decision to suspend the inclusion of non-EU flights in the Emissions Trading Scheme (ETS) in favour of a global solution, but environmentalists fear it is a major setback for any such International Civil Aviation Organization (ICAO) brokered system.
