Miller is a transfer pricing specialist with more than 30 years’ experience advising multinational clients across a wide range of industries. He has represented clients in over 150 matters involving transfer pricing audits, advance pricing agreements (APAs), mutual agreement procedures (MAPs), appeals, and cross-border dispute resolution with the Internal Revenue Service (IRS) and foreign tax authorities.

Miller has extensive experience with APA and MAP cases involving numerous jurisdictions, including India, Canada, the UK, Germany, Japan, France, Spain, Italy, China, Sweden, and Switzerland. He has also led transfer pricing planning, implementation, and documentation projects and completed numerous bilateral APA and MAP engagements.

Before joining Deloitte, Miller served in the IRS Treaty and Transfer Pricing Operations group and previously worked in the IRS’s Office of Associate Chief Counsel, focusing on international tax and the APA programme. He has also held senior positions with leading professional services firms and international law firms, and served as an officer and attorney in the US Army Judge Advocate General’s Corps.
