Biography

Lawyer, specializing in Tax Law and International Tax Law from Universidad Externado de Colombia. His practice focuses on representing multinational companies and other entities in litigation related to national taxes, territorial taxes, international tax law, Community Law (Decision 578 of the Andean Community), transfer pricing, foreign trade (customs and indirect taxes), and exchange regime processes.

He is a professor of tax procedure and administrative litigation at Universidad Externado de Colombia, Universidad Javeriana, and a professor of territorial taxes and evidentiary rules at Universidad de los Andes. He is also the co-director of the book “Administrative Litigation Regime: Analysis from the Tax Perspective” and Director of the book “Lessons in Evidentiary Law in Tax Matters” published by the Colombian Institute of Tax Law - ICDT.

Javier has been recognized by the International Tax Review as a "Tax Controversy Leader" in Colombia since 2018.
