New leadership board at HMRC

Edward Troup has been announced as the new executive chairman and first permanent secretary of HM Revenue & Customs (HMRC).


Jon Thompson will also join HMRC’s leadership team, becoming its chief executive and first permanent secretary “shortly”, according to UK Government.

Troup, who is now HMRC’s tax assurance commissioner and second permanent secretary, will take on the new role from April 5.

Before joining HMRC in September 2012, Troup was head of tax strategy at Simmons & Simmons. Within HMRC he has held a number of positions, including director general of tax and welfare. He has also worked for HM Treasury, as director of business and indirect tax.

The new leadership structure will see Troup chair HMRC’s board while Thompson will chair HMRC’s executive committee as well as being the accounting officer for the revenue authority.
