Cesar Catalan is a corporate tax partner and head of the Indirect Tax Practice at KPMG Mexico. With more than 18 years of experience in tax advisory, Cesar has been a consultant handling both domestic and international tax issues. He is experienced in tax planning and compliance including restructuring, outbound and inbound investments advisory, due diligence assistance, obtaining rulings from the authorities, recurrent compliance preparation and reviewing work, with his main focus being on business and tax efficiency. Cesar has participated in many projects designing strategies, negotiating agreements among several parties and leading controversy resolutions with the tax authorities.

Cesar joined the first tax specialist firm in 1996 and after some years with another Big 4 firm, joined KPMG in 2004, being accepted as a tax partner in 2005. He was in charge of the Human Resources strategy for the tax practice for five years, and was appointed to start the indirect tax practice in Mexico, being the first firm to have this practice in the country. He is also a member of the Infrastructure practice and is participating in the Managing Partners Group for KPMG Central America.

A public accountant from the Instituto Tecnológico Autónomo de México (ITAM), Cesar is also a member of the International Tax Commission at the Instituto Mexicano de Contadores Publicos (IMCP). Other memberships include the Tax Commision of the Colegio de Contadores Publicos de México (CCPM), and he also participates in the National Tax Commission of the Confederacion Patronal de la Republica Mexicana (COPARMEX).

He was awarded with the first place in the Research Award EX-ITAM and also with the Tax Research Award from the CCPM. He has been a speaker at several Mexican and international forums, and is author/co-author of many publications for newspapers and specialised magazines. Cesar has been professor at several universities including ITAM, Universidad Iberoamericana (UIA), Instituto Teconológico de Monterrey (ITESM), Escuela Bancaria y Comercial (EBC) and in the Master of International Tax Programme at the Universidad Panamericana.

Miguel is a partner of Deloitte Mexico. Cecilia Montaño is a Deloitte Mexico indirect tax partner and Mexican and Latin American service line leader, specialised in foreign trade, Customs and indirect tax. She has more than 17 years of experience in foreign trade. Cecilia became a Deloitte Mexico partner in 2008.

Before joining Deloitte, Cecilia spent several years as a logistics and Customs compliance manager in the private sector.

Cecilia helps multinational companies identify indirect tax opportunities and has worked with clients around the world on projects involving due diligence, Customs audits and tax strategies relative to investments in Mexico, among others.

Cecilia has extensive experience in compliance consulting. She works with clients operating across many industries including the automotive, pharmaceutical, oil and gas, mining, energy and manufacturing sectors, among others.

Her educational background is a bachelor's degree in foreign trade & customs by Instituto Teconólogico de Monterrey, and is about to conclude an MBA, with a foreign trade specialisation from the same institution.

Cecilia is the vice president of the Mexican Importers and Exporters' Association, and participates as an active member of the most relevant associations in Mexico related to foreign trade and customs.

She has a strong relationship with the Mexican government in topics related to foreign trade and Customs and regularly participates strategically with them where necessary.

Ronaldo Moya has more than 13 years of professional experience as an attorney handling international tax matters for multinational companies involved in the energy, manufacturing, IT, media and entertainment, telecommunications, financial services, insurance and pharmaceutical industries.

He graduated from the Universidad Nacional Autónoma de México, did postgraduate studies at the Escuela Libre de Derecho and other studies from Georgetown University. Jorge Narváez has more than 28 years of professional experience to back him up as an international corporate tax, transfer pricing and tax and administrative litigation specialist.

On July 1 2005 he was appointed chair of the Latin American Tax Practice Group and became a member of the Global Tax Steering Committee of Baker & McKenzie. His term ended on June 30 2009. During all this time he also acted as a member of the Global Transfer Pricing Sub-Group of Baker & McKenzie. As of July 1 2009, he was appointed as chair of the Latin American VAT Practice Group and member of the Global VAT Steering Committee of Baker & McKenzie.

On May 2012 he was appointed by the Mexican President as an Independent Counsellor of the Office of the Taxpayer Advocate's Governing Board (Prodecon) recently created in Mexico.

As of 2013, Jorge has been appointed as member of the Global Financial Committee of Baker & McKenzie representing Latin America.

Jorge is a member of the Tax Law Commission of the Mexican Bar Association, the International Bar Association and the International Fiscal Association as well as a founding member of Legislative Tax Analysis (ATRIL). He graduated from the Escuela Libre de Derecho, and he has a master of law degree from the University of Notre Dame and other postgraduate studies at Harvard University, ITAM and the International Bureau of Fiscal Documentation.

Representative matters:

  • Assisted a Brazilian company consisting of diversified businesses in the fields of engineering, construction, chemicals and petrochemicals, with the tax/corporate structure for the constructions of several plants in Mexico.

  • Advised and represented an offshore drilling company by structuring the Mexican operations from a Mexican tax compliant and efficient perspective. Analysis of a number of possibilities in light of recent court precedents in connection with payments abroad.

  • Assisted and represented an American multinational toy and board game company by giving second opinions in connection with the process triggered against a tax assessment resulting from an audit to a corporate restructure involving transfer pricing issues.

Héctor Reyes Freaner serves as coordinator of Baker & McKenzie Mexico's Tax Group and head of tax compliance for the firm's Mexican offices. He also sits on the firm's Tax Committee for Latin America. He has 21 years of experience advising multinational companies on tax planning, M&A transactions, corporate taxes and indirect taxes, and is regarded as one of Mexico's best tax lawyers.
